Zimbabwe’s Minister of ICT shaded more light on the introduction of an e-titling platform to streamline land transactions and promote transparency in land ownership, she was speaking at the 2nd edition of Land Tenure in Bulawayo yesterday.
The minister emphasized the importance of digitalizing land records to ensure efficient and inclusive land tenure systems. “As we embrace the fourth industrial revolution, we must ensure that our land tenure systems are transparent, efficient, and inclusive, leaving no one and no place behind,” she said.
The e-titling platform is part of the government’s broader efforts to leverage digital technology for land reform. The minister highlighted the importance of empowering women through land rights education and digital skills training, saying, “We need to look at how we can have women empowerment through land ownership, closing the gender gap in land ownership.”
To support the e-titling platform, the government plans to expand rural connectivity and develop digital payment solutions for land transactions.
ICT minister also pointed out the need for digital literacy programs to equip citizens with the necessary skills to navigate digital land services.
She added that, “Digitalization is not just about technology, but it is about people,” the minister said. “By anchoring land tenure, we must also reform to inclusivity, empowering women in terms of digital skills, digital capacity, equipping our youth, and honouring veterans who fought for our liberation with dignity.”
