Zimbabwe has reached a significant milestone in its digital journey, with mobile penetration exceeding 103% in 2025, Minister of ICT, Postal and Courier Services, Hon. Tatenda Anastacia Mavetera, announced during the 2026 Postal and Telecommunications Stakeholders’ Engagement Meeting in Harare.

“Investment in the ICT sector grew by 14.5 per cent, reflecting increased investor confidence. In comparison, mobile penetration has now exceeded 103 per cent—clear indicators of an industry that is expanding in both reach and impact,” Mavetera said.

This achievement underscores the country’s progress in expanding access to mobile services, a key driver of digital inclusion and economic growth. Mavetera highlighted that this milestone is a testament to the government’s efforts to promote digital inclusion, including the Presidential Internet Scheme and the expansion of mobile networks to rural areas.

The minister emphasized that mobile phones have become an essential tool for Zimbabweans, enabling access to vital services such as banking, healthcare, and education. The high mobile penetration rate presents opportunities for innovation and growth in various sectors, including e-commerce, digital payments, and mobile-based services.

Mavetera encouraged stakeholders to leverage this opportunity to develop solutions that cater to the needs of Zimbabwe’s mobile-savvy population. However, she also acknowledged the challenges associated with high mobile penetration, including the need for improved network quality, cybersecurity measures, and affordable data tariffs.

The government is working with operators to address these issues and ensure that Zimbabwe’s digital economy continues to thrive. Mavetera urged operators to prioritize customer needs, invest in network infrastructure, and innovate their services to meet the growing demand for mobile services.

The meeting highlighted the importance of collaboration between the government and private sector in driving Zimbabwe’s digital transformation. Mavetera called for practical action, shared accountability, and measurable outcomes in implementing the country’s digital agenda.

As Zimbabwe continues to invest in its digital future, the 103% mobile penetration milestone serves as a reminder of the progress made and the opportunities ahead. With the right strategies and partnerships, Zimbabwe can harness its mobile revolution to drive economic growth, improve lives, and achieve its Vision 2030 goals.
