Oman Completes Nationwide 3G Network Shutdown, Transitions Fully to 4G and 5G

The Sultanate of Oman has achieved a major milestone in its telecommunications sector by successfully completing the nationwide shutdown of third-generation (3G) networks. This ambitious project, which began in the third quarter of 2024, marks Oman as one of the first countries in the world to fully transition from 3G to more advanced fourth-generation (4G) and fifth-generation (5G) networks.

The closure of 3G networks was executed in a carefully planned, phased approach to minimise disruption and ensure seamless service upgrades. The process began in less densely populated areas before expanding to major urban centres. 

In July 2024, the first phase saw the shutdown of 700 3G stations in the governorates of Buraimi, Al Dhahirah, and Musandam.  In December 2024, the second phase covered 584 stations in Al Dakhiliya Governorate. The third phase which was in January 2025 saw the deactivation of 864 stations in Al Wusta and Dhofar governorates. Early this year, the fourth phase included the shutdown of 1,835 stations in South and North Al Batinah, as well as South and North Al Sharqiya. In the second Quarter of 2025, the final phase concluded with the closure of 1,699 stations in Muscat Governorate, except for a few remaining 3G stations near Muscat International Airport due to technical considerations.

This structured approach ensured that telecom services remained stable while network upgrades were implemented across all regions. The transition aligns with Oman’s broader digital transformation strategy, focusing on three primary goals. With the phasing out of 3G, telecom operators have reallocated resources to enhance 4G and 5G networks. This shift has resulted in faster internet speeds, lower latency, and better connectivity for consumers and businesses.

The freed-up 3G frequency bands have been repurposed to support 4G, 5G, and Internet of Things (IoT) applications. This optimisation has allowed for the upgrade of over 5,600 telecom stations nationwide, ensuring broader and more efficient network coverage.

Older 3G infrastructure consumed significantly more power compared to modern 4G and 5G systems. By decommissioning 3G networks, Oman has achieved annual energy savings exceeding two million kilowatt-hours, contributing to the country’s sustainability goals.

One of the most significant outcomes of this project is the expansion of high-speed mobile broadband across Oman. According to the latest reports 4G network coverage now stands at 99% across the Sultanate while the 5G coverage has reached 90%, with continuous expansion in progress.

This widespread availability ensures that businesses, government services, and individuals can leverage high-speed connectivity for digital services, remote work, and smart city applications.

Oman’s successful 3G shutdown places it among a select group of pioneering nations that have fully transitioned to next-generation networks. Countries like the United States, Japan, and Singapore have also begun phasing out 3G, but Oman’s comprehensive and rapid execution sets a benchmark for other regions.

Oman’s complete shutdown of 3G networks marks a historic step in its telecommunications evolution. By reallocating spectrum, improving energy efficiency, and achieving near-total 4G and 5G coverage, the Sultanate has positioned itself as a regional leader in digital infrastructure.
