ZIMRA Registers 1.2 Million Tax Compliant Zimbabweans

The Zimbabwe Revenue Authority (ZIMRA) has registered more than 1.2 million tax-compliant citizens through its newly launched Tax Administration and Revenue Management System (TaRMS), a milestone officials say is redefining the country’s digital economy.

The commissioning of TaRMS on August 18, 2025, at Crowne Plaza in Harare, marked a turning point for Zimbabwe’s revenue management, shifting the system from outdated, fragmented platforms to a fully digital and integrated tax ecosystem. The launch was attended by senior government officials, representatives from the African Development Bank, the banking community, and members of the ZIMRA Board, reflecting the importance of the initiative.

Speaking at the event, Deputy Minister of Finance, D. Mnangagwa, said the development signaled a new era for the nation. “This moment is a declaration that Zimbabwe is ready to embrace the future — a future where digitalization is not a luxury, but a necessity,” he remarked.

TaRMS has already widened the tax net by issuing over 1.2 million Taxpayer Identification Numbers (TINs), covering individuals and businesses across both the formal and informal sectors, in urban and rural areas alike. According to ZIMRA, the system aims to ensure that by 2028, every economically active Zimbabwean will hold a TIN, aligning with the government’s Vision 2030 for a digital economy.

The system has transformed compliance by automating processes that were once slow and heavily manual. Taxpayers can now register online, file returns in real time, and make secure digital payments while enjoying improved visibility of their tax accounts. Compliance rates have significantly improved, with on-time filing rising from 13.94% in 2023 to 38.07% in 2024 — an increase of over 173%. Duplicate registrations have been eliminated, and automation has streamlined debt management, refunds, and payments.

In addition to simplifying tax compliance, TaRMS is being hailed as a driver of transparency and accountability. ZIMRA says the platform has reduced inefficiencies, cut human errors, and created an environment where citizens can engage with the tax authority more directly and confidently.

Mr. Gladman Njanji, speaking on behalf of ZIMRA, said the milestone is part of a broader vision to modernize Zimbabwe’s economy. “TaRMS is more than a system upgrade; it is a commitment to efficiency, transparency, and building trust between the Authority and the people. By bringing more Zimbabweans into the tax net, we are strengthening the foundation of national development,” he said.

The achievement of registering 1.2 million compliant taxpayers underscores how technology can reshape public finance. As digitalization takes center stage, ZIMRA’s new system is setting the stage for a future where compliance is not a burden but a seamless part of economic participation.
