The 5-day Communications Regulators’ Association of Southern Africa (CRASA) Economic Regulation Committee (ERC) Meeting concluded in Victoria Falls, Zimbabwe, marked a significant step toward harmonising digital development across the Southern African Development Community (SADC) region.

The gathering commenced with a two-day capacity-building workshop focused on the SADC Digital Development Management System (DDMS). Facilitated by Lithuania-based firm Visionary Analytics, the workshop aimed to strengthen regional broadband data collection through harmonised indicators and automation. This initiative is expected to enhance evidence-based policymaking by ensuring member states utilise standardised metrics to track digital progress.

Building on this foundation, the ERC convened to finalise its 2025/26 Economic Regulation Operational Plan. Discussions centered on three key priorities designed to address the challenges of the evolving digital landscape.

First, the committee finalised the Terms of Reference for the Roaming Steering Committee, a move intended to streamline cross-border mobile connectivity and reduce roaming costs for consumers across the region. Second, members contributed to the development of the SADC Satellite Communications Regulatory Framework, recognising the growing importance of satellite technology in bridging connectivity gaps and ensuring resilient communications infrastructure.

Finally, the ERC began developing its Operational Plan for the 2026/27 cycle, ensuring a forward-looking approach to economic regulation that anticipates future technological shifts.

The meeting underscored CRASA’s commitment to fostering a cohesive digital market in Southern Africa. By aligning data systems, refining operational strategies, and addressing emerging technologies such as satellite communications, the committee aims to create a regulatory environment conducive to investment, innovation, and inclusive access. The outcomes from Victoria Falls are expected to play a crucial role in accelerating the region’s digital transformation agenda over the coming years.
