The Permanent Secretary in the Ministry of Information Communication Technology, Postal and Courier Services, Dr. Beaullah Chirume, has been appointed as a member of the Parliamentary Committee of the Future, a move the Ministry says positions ICTs at the centre of Zimbabwe’s long-term national planning.
In a statement this week, the Ministry led by Hon. Tatenda A. Mavetera, together with Deputy Minister Hon. DR. Dingumuzi Phuti, Chief Director Prince Sibanda, Directors and staff, extended heartfelt congratulations to Dr. Chirume on the well-deserved appointment.
A “Covenant” For The Next 30 Years
The appointment comes at what the Ministry described as “a critical juncture” as Zimbabwe seeks to shape its social, economic, technological and environmental landscape over the next 30 years.
The Parliamentary Committee of the Future has a mandate to advance excellence, accountability and innovation through strategic foresight, inclusive governance and evidence-based leadership.
“Through leadership and expertise in the ICTs, Dr. Chirume will contribute to fostering proactive, forward-looking governance that prepares the nation to effectively navigate emerging challenges while maximising future opportunities,” the Ministry said.
Why ICT Leadership Matters Now
Analysts note that placing the country’s top ICT technocrat on the Committee signals that digital infrastructure will underpin Zimbabwe’s Vision 2056 goals.
With mobile money, social media and cloud services already rewiring Zimbabwe’s social fabric, the Committee is expected to legislate and plan for emerging areas including *
AI, quantum computing, space technology, cybersecurity, and rural connectivity.
Dr. Chirume’s background is expected to be key in bridging policy and implementation. As Permanent Secretary, she oversees a Ministry that includes ZIMPOST’s 300+ national offices, postal-banking, and courier services — assets now being repurposed as last-mile platforms for digital inclusion.
The Four Pillars of the Mandate
According to the Ministry’s congratulatory message, the focus areas for the new role will be:
1. Foresight over reaction: Developing policy with a 2056 outlook, not for the internet of yesterday.
2. Inclusion over exclusion: Ensuring no village becomes a “data desert” through expanded rural connectivity and programs for girls in STEM.
3. Evidence over noise: Grounding national decisions in data and measurable outcomes in the age of algorithms.
4. Excellence over expediency: Building globally competitive, transparent and incorruptible digital systems to allow Zimbabwe to export not just content, but software and innovation.
A Signal to the Nation
The Ministry said the appointment is more than recognition of an individual. It is “a signal to every girl with a laptop in a rural school that her path can lead to the Committee of the Future” and to every engineer, postal worker and developer that their work is national infrastructure.
“Dr. Chirume, we do not congratulate you to celebrate an ending. We congratulate you to commission a beginning,” the Ministry stated.
The Ministry concluded by wishing Dr. Chirume success as she takes on the important national responsibility.
