The Minister of ICT, Postal and Courier Services, Hon. Tatenda Anastacia Mavetera, has urged operators to reduce data costs and improve service quality in Zimbabwe. Speaking at the 2026 Postal and Telecommunications Stakeholders’ Engagement Meeting, Mavetera emphasized that affordability is key to driving digital inclusion and growth.
The government acknowledges the operational challenges faced by operators, including infrastructure costs and foreign currency pressures. However, Mavetera stressed that there is “scope for operators to reduce tariffs and improve services under the current operating conditions.”
The ICT sector has seen significant growth, with mobile penetration exceeding 103% and investment growth of 14.5%. Minister Mavetera said, “The government has launched initiatives to promote digital inclusion, including the Presidential Internet Scheme and digital skills programs.”
Mavetera called on “operators to proactively review their pricing models and service delivery frameworks to make ICT services more accessible and reliable for all Zimbabweans.” The government is committed to creating a conducive environment for the ICT sector to thrive.
The meeting highlighted the importance of collaboration between the government and private sector in driving Zimbabwe’s digital transformation. Mavetera emphasized the need for practical action, shared accountability, and measurable outcomes in implementing the country’s digital agenda.
According to the Minister, the government’s efforts to address the high cost of ICT services include “reviewing the tax and fiscal burden on the sector and addressing municipal charges and wayleaves that affect network deployment and expansion.”
Zimbabwe’s digital economy has the potential to drive economic growth and improve the lives of citizens. With the right strategies and partnerships, the country can overcome challenges and achieve its Vision 2030 goals.
