#MondayBlues: Potraz Had No ldea What Was Being Planned On StarLink , Danny Marandure

The IMC chief executive officer Mr Danny Marandure who is running Wicknell Chivhayo’s enterprise on connectivity has made more startling revelations, affirming the public position that Potraz was just but a spectator during the negotiations towards licensing of StarLink.

Addressing top ICT delegates during the ICT excellence awards, Danny publicly disclosed that even Potraz was caught unaware of the decision to license StarLink.

‘…. The President’s announcement, I’m gonna step on some toes, that even caught Potraz on surprise …’added Danny.

A public statement that announced the licensing of StarLink did not come from Potraz but the President himself at the time StarLink had not paid a dime and Potraz was still negotiating the terms of references.

However, IMC seemed to be running the show behind the scenes as the presidential statement that announced the licensing of StarLink also clearly stated that IMC was going to be the official and sole distributor of the StarLink gadgets.

This is enough evidence to prove who the powers that  were in negotiations of the StarLink licensing and modalities around serving business interests.

The revelations goes way to confirm that top decisions about StarLink and key internet agendas were actually discussed by the President and other trusted top private players, completely sidelining the national telecommunication regulator.

Potraz would repeatedly echo statements that StarLink is not licensed in Zimbabwe because they had not paid the license fees during their negotiations but it has been confirmed that other high level negotiations were being done outside Potraz knowledge.

If such key decisions can be done and finalized outside the regulator it’s worrisome for the regulator who now runs the office of catching up with policy after a deal is already stricken hence it weakens their position.

This confirmation comes few days after independent sources again confirm that the issue of licensing local StarLink distributors is and the inhibitive need to first “clear” the other suppliers was being done by other high offices who were seeking to benefit from the Stalink craze market ahead of other players.
