#MondayBlues: Potraz Moving To Chinamasa’s Ministry?

Government’s strongest purse, the Postal and Telecommunications Regulatory Authority of Zimbabwe (Potraz) will likely be moved from the Ministry of ICT, Postal and Courier Services to the newly created Cyber Security, Threat Detection and Mitigation ministry if at all Chinamasa is going to be effective, #Mondayblues has learnt.

This is the only sure move to prove Chinamasa was not demoted but promoted to a difficult task as the nation heads to its first elections at the height of a digital environment.

The move however will be faced with resistance as this makes the ICT ministry a lame duck to be left out with nothing much to oversee but postal and courier services.

Cyber security and mitigation ministry needs a regulator, unless the new ministry will enact a New board altogether and regulator. The move is inevitable.

Chances are however there that Potraz may have to report to both ministries a move likely to cause discord in reporting structures and many in the ministry are keeping their fingers crossed uncertain of what the future holds.

Potraz is one of the few healthy government purses which has rescued the nation in many cases including funding the last election when Econet paid its licence , once again its likely to be called to come to rescue but under which ministry?

Telecommunication monitoring and cyber space involves communication via ISPs, MNOs and fixed operators who all report to Potraz as regulator and the new status quo is likely going to be a political settlement than strategic as we await how the matter will be resolved.

ICTs by themselves demand all telcos and ISPs reporting toSupa’s ministry but relocating the cyber ministry adds a headache to the powers that be.
