"We Are Not a Toothless Bulldog," Potraz


The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ), has challenged Zimbabwean subscribers to bring in their complaints should the service providers fail to attend to them.
Speaking during the recent Kwekwe and Gweru consumer awareness roadshow campaigns, the public relations manager with Potraz, Sbonginkosi Muteyiwa said they will not take it lightly when operators are violating consumer rights willingly.

“We urge you to raise your complaints should you have any problem with any operator, it is good to complain, do not remain silent but raise your issues to the responsible operator and if there are any persisting problems bring them to us for the appropriate action.”

Responding to whether their bark is as good as their bite, Muteyiwa said they will flex their muscles in ensuring that every operator abides by the regulator and consumer rights.
“We will take stern measures against any operator found to be flouting or violating regulator or these consumer rights,” she added
Asked if they have done anything on record to flex their muscles, the PR manager said, a lot of measures have been taken but the public may expect publicity. She added that, penalties and corrective measures have always been taken in the background even through the parent ministry.
Potraz emphasised that consumers should also act responsibly, to make sure that they properly maintain and pay for the rendered services as well to reciprocate the good will from service providers.
“These consumer awareness campaigns are meant to help subscribers understand their consumer rights and complaint procedure to help them make informed decisions.”

The Executive Officer Research & Policy Mr Phibion Chaibva also revealed that they are currently working on introducing top of the range equipment to work on Quality of Service (QOS) monitoring equipment which is already going through the tendering process.
“Zimbabwe will see the introduction of state of the art QOS monitoring equipment to make sure that issues of poor network provision, voice clarity, call drops and call success rates can be easily monitored.” said Chaibva
Adding on the QOS, Potraz is to introduce the Telecommunications Traffic Monitoring System (TTMS). This new state of the art technology will make sure that all players are easily and centrally monitored from one clearing house without relying on data presented by them.
The regulatory body is hopeful that the new system will also help them curb industry malpractices such as colliding operators who may be submitting understated values to evade Universal Service Funds (USF) calculated on the total number of subscribers served.
